Rashid Sami expalins Pakistan army’s ulterior designs in Gilgit Baltistan

In the following interview with Faisal Qureshi, Rashid Sami speaks on Gilgit Baltistan crisis in the aftermath of the Kohistan and Chilas tragedies. The interview shows that the current sectarian violence, which is in the main, Shia genocide, is sponsored and manufactured by Pakistan’s military sate and civilian government. Rashid said that there is sectarian harmony among Shias and Sunnis in GB, however, sectarian violence was imported and implanted by Pakistan army for certain strategic gains when it tried to change the demographic and sectarian composition of the area by importing Jihadi-Deobandi militants of the SIpah-e-Sahaba and affiliates. Pakistani media and people are fooled in the name of a pseudo-provincial setup. He is of the opinion that both Pakistan army and civilian government have their hand colored with blood of the innocent people of Gilgit Baltistan.

    Since August 13th, 1948 India and Pakistan have not implemented their obligations i.e. adoption of basic UN resolution, consequently governments of both the countries are urged to withdraw their civil and military administration from the regions of Jammu, Kashmir and Gilgit-Baltistan. On completion of 61 years of the Revolution of Gilgit-Baltistan, we vehemently demand from the Government of Pakistan to withdraw its civil and military colonial administration from the region. We also demand from India to withdraw its troops from Jammu & Kashmir, Ladakh and Kargil. For the completion of our natural National State of Gilgit-Baltistan, we demand the end of rule by NWFP in over segregated units, such as Shinaki Kohistan and Chitral. These areas should be given back to Gilgit-Baltistan. We also demand that Pakistan should cease deceiving comity of nations and local people regarding the flagrant violation of human rights in Gilgit-Baltistan.
    We reject the 2007 reform package of General Musharaf as hoax. We strongly feel that it is high time to bring the people of Gilgit-Baltistan at par with other nations by getting rid of colonial forces. After that an autonomous government and constitutional assembly ought to be established which will be responsible for chalking out constitution for the region. Judiciary, executive and legislature will work within its parameters. Only by doing so the indigenous people can run the affairs of the state through their elected representatives. It will help to end the 61 years of grievances and terrible phase and colonial setup of Pakistan’s slavery.
    The government of Pakistan should end the usurpation of the rivers, mountains and jungles of Gilgit-Baltistan. The right of using local resources should be given to local people, and illegitimate and unconstitutional construction of Diamer / Bhasha Dam should be halted, especially in wake absence of a local authority to safeguard interests of the local. Furthermore, NWFP must immediately vacate the UN discussed disputed region of Chilas up till Sazeen.
    The provincial government of NWFP ought to restrain from creating foment by making Shandur controversial. In addition, end the usurpation of the area till Banday Sazeen and it should be included in Gilgit-Baltistan. According to maps in the resolution of UN in 1947 this area is a part of Gilgit-Baltistan.
    All the land routes to Ladakh, Kargil and Kashmir should be opened .likewise traditional routes to Wakhan and Central Asia ought to be opened.
    Although Gilgit-Baltistan does not have representation in the national assembly and Senate, the government of Pakistan charges direct and indirect taxes. This is against International Law, which clearly states that ‘no taxation without representation’. We demand abolishment of all kinds of taxes.
    We still consider the State Subject Rule of Maharaja Kashmir era valid. According to this rule status no non local can take up the permanent residence and acquire property in Gilgit Baltistan the held in abeyance State Subject rule with malafide intention should be done away with and the world accepted disputed region of Gilgit Baltistann should be brought at par with other disputed regions this and that side of Line of Control before resolution of the dispute i.e. State Subject Rule, establishment of local authority Government, opening of land routs all around etc.
    Civil and military bureaucracy should cease its policy of dividing people by fomenting sectarian and ethic strife. The bureaucracy has inherited this policy from its colonial masters. This is an obnoxious policy to maintain status quo.
    The illegal usurpation of local land by multinationals should be halted as Government of Pakistan is not entitled to sign an agreement regarding the use of local recourses by another country, or person. In this context over 2000 leases allocated to non local should be cancelled.
    In accordance with the Government of Pakistan and Worlds accepted UN resolutions on the subject, the local authority Government at Gilgit is responsible for its own defence and running administrative affairs. The Northern Light Infantry Regiments taken away from the region after Kargil episode should be hundred percent brought back and reconstituted as 100% locals, the foreign elements in Northern Area Scouts should be eliminated and Northern Scouts, Karakorum Scouts and Gilgit Scouts should be again established.
